9. APPROVAL OF THE 2016-2019 ENGLISH LANGUAGE LEARNERS (ELL) PLAN
Description
The Sarasota County School District English Language Learners (ELL) Plan addresses procedures for identification and assessment of English Language Learners, equal access to appropriate programming, equal access to appropriate categorical and other programming, parental involvement, program monitoring, and ESOL certification and in-service requirements.

Recommendation
That the School Board of Sarasota County approve the 2016-2019 District Plan for Services to English Language Learners (ELLs) as presented.

10. APPROVAL OF NOTICE AND CONFLICT WAIVER
Description
The Williams Parker law firm represents the Board as special counsel in certain specialized matters.  It does not, and has not, represented the Board with respect to the issues surrounding the lease of historic Sarasota High School building to Ringling College.  It seeks the Board's assent to represent Ringling College in discussing an amendment to the lease.  The Board is represented in this matter by its general counsel.

Recommendation
That the Notice and Conflict Waiver regarding the Williams Parker law firm's representation of the Ringling College of Art and Design be approved as presented.

AGREEMENTS/CONTRACTS

13. ADDENDUM TO AGREEMENT BETWEEN THE STATE COLLEGE OF FLORIDA, MANATEE-SARASOTA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The State College of Florida Student Experience Agreement for the period of July 1, 2016-June 30, 2017, shall be amended in Section III, #4 regarding the "College assumes full responsibility for the education and supervision of the student."

14. APPROVAL OF AGREEMENT BETWEEN BEHAVIOR CARE, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
Consultant to provide in-house training at Emma E. Booker Elementary related to behaviors of concern in classroom, strategies, and data collection.

Recommendation
That the agreement between Behavior Care, Inc. and the School Board of Sarasota County, Florida be approved as presented.

15. APPROVAL OF AGREEMENT FOR MEAL SERVICE WITH CHILDREN FIRST
Description
The Sarasota County Schools Food and Nutrition Services shall make breakfast and lunch meals available to the students enrolled in the Head Start programs at Alta Vista, Emma E. Booker, Riverview High, and North Port High schools, as out lined in the agreement.

Recommendation
That the School Board of Sarasota County, Florida, approve the agreement for meal service with Children First as presented.

16. APPROVAL OF AGREEMENT FOR AFTER SCHOOL SNACK PROGRAM WITH SARASOTA YMCA
Description
The Sarasota County Schools Food and Nutrition Services will provide snacks for the YMCA after school snack program as detailed in the agreement, at the designated locations.

GRANTS

17. APPROVAL OF THE FLORIDA STUDIO THEATER: WRITE A PLAY PROGRAM GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR PINE VIEW SCHOOL
Description
NON-COMPETITIVE: Grant funds of $3,078 will allow Florida Studio Theater teaching artists to work with Pine View students to write original plays.

NON-COMPETITIVE: Grant funds of $61,000 will provide a Career Coach for Booker Middle School to assist students in understanding their choices for secondary and post-secondary education and career training.

NON-COMPETITIVE: Grant funds of $4,620 will allow Florida Studio Theatre artists to work with Toledo Blade Elementary students to develop their own plays.

20. APPROVAL OF THE FARM TO SCHOOL GRANT PROPOSAL TO THE FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES FOR FOOD AND NUTRITION SERVICES
Description
COMPETITIVE: Grant funds of $75,000 will support existing Farm to School programs and enhance outreach to local farmers, support school gardens, increase produce variety, improve evaluation and tracking methods, and offer additional staff training.

21. APPROVAL OF THE PROMISING PLAYWRIGHTS GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR PHILLIPPI SHORES ELEMENTARY SCHOOL
Description
NON-COMPETITIVE: Grant funds of $2,226 will allow Florida Studio Theatre to work with Phillippi Shores Elementary students to develop their own plays.

22. APPROVAL OF THE ARTS INTEGRATION LEAGUE GRANT PROPOSAL TO THE BMO HARRIS BANK FOR PARTICIPATING SCHOOLS

COMPETITIVE: Grant funds of $5,000 will support Arts Integration League activities for participating teachers through collaboration with the John F. Kennedy Center for the Performing Arts.

23. APPROVAL OF THE 21ST CENTURY CLASSROOMS INITIATIVE FROM THE GULF COAST COMMUNITY FOUNDATION FOR ALL DISTRICT MIDDLE SCHOOLS
Description
COMPETITIVE: Grant funds of $1,100,000 will purchase furniture and equipment to turn 44 English Language Arts and Social Studies middle school classrooms into 21st Century Classrooms.

24. APPROVAL OF THE BIG CAT HABITAT AND GULF COAST SANCTUARY EXPLORATION GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR TOLEDO BLADE ELEMENTARY SCHOOL
Description
NON-COMPETITIVE: Grant funds of $3,185 will allow 3rd grade Toledo Blade Elementary students to learn about animals and their habitats by visiting the Big Cat Habitats facility.

25. APPROVAL OF THE FAB LAB: BROOKSIDE COLLEGE & CAREER PROJECT-BASED LEARNING GRANT PROPOSAL TO THE EDUCATION FOUNDATION OF SARASOTA COUNTY
Description
COMPETITIVE: Grant funds of $12,500 will allow teacher training and use of the Suncoast Science Center Fab Lab by Brookside Middle School teachers, followed by student participation in the 2017 RC Car Open.

MATERIALS MANAGEMENT

26. APPROVAL TO REJECT BID #17-0052 FOR PORCELAIN, CERAMIC, AND QUARRY TILE - TIME AND MATERIALS
Description
One bid to provide 'Porcelain, Ceramic, and Quarry Tile - Time and Materials' was received on August 25, 2016. Once Call Property Services, Inc., was non-responsive to the bid specifications that tile installation and services must be the primary work of the bidding company. It is requested that this bid be rejected.

CONSTRUCTION

27. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description
The Construction Services' Change Order(s) are summarized on the enclosure for ease of review. These change orders collectively total a decrease of ($260,868.10) in gross contract dollars. Included in these change orders are ($508,331.84) credit for Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($479,416.83) result a net of $28,915.01 in sales tax savings.

Recommendation
That the Construction Services' Change Order(s) be approved and/or ratified as presented.

28. APPROVAL OF THE DELETION OF PORTABLE #99-316 AT ASHTON ELEMENTARY SCHOOL
Description
The specified building is a portable that is over twenty (20)-years old and no longer is needed by the district. The demolition value of this building has been proven by the Castaldi Formula calculation. Funds for this demolition are available in the capital projects account.

Recommendation
That the deletion of Portable #99-316 at Ashton Elementary School from the F.I.S.H. inventory be approved as presented.

29. APPROVAL OF THE REAL PROPERTY DEDICATION AGREEMENT WITH MANASOTA BEACH RANCHLANDS, LLLP FOR THE ACQUISITION OF LAND WITHIN THE WEST VILLAGES DEVELOPMENT AREA
Description

Manasota Ranch Ranchlands, LLC has submitted an application for Index Map Amendment for the Entire Boundary of the West Villages Improvement District and a Rezone to the City of North Port. The purpose of the Index Map Amendment is to establish the development plan for the West Villages Development Project located at the corner of US 41 and River Road. As part of the Amendment, the future elementary and middle school site will be defined within City of North Port development documents. The West Villages Improvement District includes approximately 16,000 residential units, which is scheduled to be constructed over a period of forty years. In order to mitigate the impact of this development project to the school system, they are proposing to dedicate a 60-acre school site. The value of this property, based on the average of three appraisals, is $3,700,000.  The parties also recognize there will be costs associated with preparing the property for development.  Those costs are estimated to be approximately $1,050,000.  The actual cost of the property to the Board is therefore $3,650,000 and will be paid through impact fee credits.  This agreement details the terms and dedication including timing, required infrastructure, access, and impact fee credits.



Recommendation

That the Board approve the Real Property Dedication Agreement with Manasota Beach Ranchlands, LLLP for the Acquisition of Land within the West Villages Development Area as presented.

30. APPROVAL OF CALENDAR YEAR 2017 EMPLOYEE GROUP BENEFIT INSURANCE RATES AND FEES
Description
The 2017 Employee Group benefit insurance rates and fees will change for calendar year 2017 as outlined in the memorandum attached.
